Medina Valley ISD - Director of Special Education Major Responsibilities and Duties:
Instructional and Program Management
- Direct and manage special education/504 programs and services to meet students’ needs.
- Ensure that student progress is evaluated on a systematic basis, and that the findings are used to make special education/504 program more effective.
- Provide ongoing professional development opportunities for special education staff on best practices, new instructional strategies, curriculum development, and legal updates.
- Plan the necessary time, resources, and materials to support subordinates in accomplishing educational goals.
- Have knowledge of Results Driven Accountability and how to put implementation plans in place.
- Manage the special education/504 referral process; arrange for or conduct student assessments; make recommendations regarding placement and program management for individual students.
- Supervise and monitor the admission, review, and dismissal (ARD)/ Section 504 process districtwide.
- Participate in committee meetings to ensure the appropriate placement and development of individual education plans for students according to district procedures.
- Supervise transition services for special education/504 students entering and exiting public school programs.
- Provide leadership in the formulation and implementation of contracts for special education/504 students receiving services outside of the district.
- Obtain and use evaluative findings (including student achievement data) to gauge special education/504 program effectiveness.
- Serve as resource person in the design and equipping of facilities for students with disabilities.
- Ensure that curriculum renewal is continuous and responsive to student needs.
- Keep Legal Framework in compliance with TEA standards, Accountability and RDA.
- Oversee special education and 504 homebound services.
- Assist with summer program development and implementation.
Fiscal Management
- Administer the special education/504 department budget and ensure that programs are cost effective and funds are managed prudently.
- Compile budgets and cost estimates based on documented program needs. Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary. Compiles and administers State and federal grant budgets based on program needs and program requirements.
- Work cooperatively with the business office on State and federal grant finance reporting requirements.
- Develop and administer departmental budgets.
Personnel Management
- Prepare, review, and revise special education/504 job descriptions.
- Provide leadership, direction and guidance to campus-level administrators in the areas of special education and Section 504.
- Conduct campus and classroom walk-through observations as a monitoring tool to ensure effective instruction and program compliance for areas of supervision.
- Provide direct supervision and formative/summative appraisal for personnel under this job authority.
- Assist with the recruitment, selection, and retention of personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.
Organizational Climate

- Keep supervisor and fellow directors abreast of decisions, plans, and actions within the scope of the job.
School/Community Relations
- Serve as district liaison to community agencies providing services to students and notify parents and students of available services.
- Participate in professional organizations and serve on community boards.
- Demonstrate awareness of district-community needs and initiate activities to meet those needs.
- Articulate the district’s mission and goals in the area of special education/504 to the community and solicit its support in realizing the mission.
- Use appropriate and effective techniques to encourage community and parent involvement.
- Demonstrate an awareness of District and community needs and initiate activities to meet the needs.
Supervisory Responsibilities:
Supervises and evaluates special education/504 department staff; assists campus administration in the evaluation of special education/504 campus staff.
Working Conditions:
Maintain emotional control under stress. Frequent prolonged and irregular hours.
Qualifications: Education/Certification:
Master’s degree in Special Education, Educational Administration, or related field, required.
Valid teaching license and special education certification.
Certified T-TESS appraiser, required.
Special Knowledge/Skills:
Knowledge of federal and state special education and 504 laws and regulations.
Strong leadership and administrative skills.
Ability to manage budget and personnel.
Experience with IEP development and implementation.
Strong communication, organizational, and interpersonal skills.
Ability to interpret data.
Salary Range: $92,931 to $133,541
