The world needs sound institutions and stable and responsive governance systems that can navigate and address the complex current challenges. Moreover, accountable and transparent governance promotes responsible resource management that invests and contributes to the creation of a sustainable and livable planet for current and future generations.

Grand corruption and illicit financial flows (IFFs) pose significant challenges to global development, undermining economic growth, governance, and social equity. The World Bank Group (WBG) has identified the reduction of IFFs and the fight against grand corruption as critical to achieving sustainable development across WBG operations. IFFs, defined as money illegally earned, transferred, or used across borders, deplete resources needed for poverty reduction and infrastructure development1. Grand corruption , involving high-level officials and large sums of money, erodes trust in public institutions and diverts funds from essential services. These phenomena are inherently difficult to measure given that they are covert by nature.

There have been significant efforts recently to improve the way we measure corruption, among international organizations, and particularly in academia. These efforts are responding to the need for metrics that differentiate between different kinds of corruption, and the need for diagnostics that generate actionable evidence to guide policy reforms and other anticorruption interventions. Proxy indicators can play a vital role in helping to detect, understand and measure these phenomena by generating measurable evidence and data to assess the extent and impact of grand corruption and IFFs and the links between the two, thereby informing policy and operational responses.

A more integrative approach to tackling corruption

The WB is adopting a more integrative approach to tackling corruption, to better address the illicit financial flows generated by corruption as well as the persistent challenges that corruption presents to development outcomes in health, education, access to economic opportunities, and to the welfare of societies. To help close the financing gap, our support to building the capacity of clients in fighting corruption needs to be complemented with efforts to address the transnational enablers. Different dimensions of this work are being led by the Institutions Global Practice and the Financial Integrity Program in the Prosperity VPU. Helping clients address institutional vulnerabilities to grand corruption and to stem illicit financial flows is a cross-cutting work program.

The Anticorruption Lab

The Global Program on Anticorruption for Development has launched an Anticorruption Lab to help advance these goals. The AC Lab goals are to drive innovations in diagnostics and analytics for anticorruption in public administration, including on grand corruption and illicit financial flows by:
• Developing new diagnostic methods and data models to assess and address grand corruption and measure IFFs
• Research on proxy indicators for different types of corruption, and
• Assessing impacts of beneficial ownership registers and other disclosure mechanism.

Tasks and Activities

The ET consultant will support workstreams and objectives of the AC Lab related to Diagnostic Methods and Evidence to Address Grand Corruption and Illicit Financial Flows.

Task and activities will include:
• Undertake research to gather experiences and distill lessons from existing initiatives to assess illicit financial flows linked to grand corruption through desk research and interviews with experts, and produce reports with recommendations;
• Lead and contribute to original analytical work using administrative data and other sources of data to strengthen the evidence base for policy reforms to counter Grand Corruption and IFFs;
• Coordinate outreach and collaboration activities of the AC Lab aimed at advancing the development of new diagnostic tools and approaches for measuring grand corruption and related IFFs, using new data types, proxy indicators, new combinations of data sources, and big data methods;
• Coordinate and lead the creation of materials and content for learning events, training events and expert round tables on Grand Corruption and IFFs;
• Participate in Working Group Meetings with experts inside and outside the WB.

Selection Criteria
• Master's degree in public administration, public policy, political science, economics, or a related field;
• At least 5 years of relevant experience;
• Strong understanding of relevant data sources, research methods, and policy frameworks for combatting grand corruption and IFFs;
• Excellent research skills; data analytics and econometric skills;
• Proven ability to translate academic research into actionable insights;
• Strong writing and interpersonal skills
• Fluency in spoken and written English
